This exploratory study investigates bottlenecks and improvement points in the safety enforcement of road freight transport. In-depth interviews were conducted with a number of representatives of five Dutch governmental enforcement agencies. These findings were founded largely by the most important conclusions of a workshop conducted. The focus in the findings was on administration and legislation, and on the sphere of procedures, information and technical aspects. Especially, the limited enforcement quality of legislation and regulation, the lack of clear priority and of an unambiguous choice in the way of enforcement, and the bad operational workability of cooperation agreements, provide problems. Finally, an action plan was formulated in order to improve the effectiveness and efficiency of enforcement of road freight transport.
