This report considers the road hazard to which 16 to 24 year-olds are exposed, classified according to the manner of traffic participation. It appears that 10% of all traffic fatalities are 18 to 25 year-old drivers. The fatality risk for moped riders is greater than for any other transport mode: about three times greater than that for cyclists and even ten times greater than that for drivers. 40% of all registered motorcycle victims is 18 to 25 years old. Virtually no road accident victims are found among drivers of lorries and buses. In this category, the collision partner tends to be the victim. The report also considers the possible causes of road hazard per road user category. An approach to the problem is proposed. In general, the behaviour of youth in traffic can be typified as follows: (1) lack of driving experience; (2) insufficient recognition of danger; (3) greater mental effort needed to drive a vehicle; (4) likely to make errors in complex situations; (5) overestimation of their own liability; and (6) a greater willingness to take risks.
