A number of alternative scenarios for future transport systems in the Randstad are presented. The scenarios refer to approximately the year 2015. Taking the three main policy goals of the Second Transport Structure Plan as successive starting points three corresponding scenarios have been developed: a freedom scenario which is characterized by a market- oriented development and a significant expansion and upgrading of the car system; - a quality scenario departing from a strong concern for the environment and a limitation to the use of cars; - an equity scenario based on a heavy collective societal orientation implying a mobility for all doctrine.
