The first National Environmental Balance (MB95) was published in September 1995. This report is the background document for the transport sector in the MB95. The main conclusions are: (1) between 1980 and 1994 car use grew by 42% and the use of lorries by 32%. The 1994-target for car use (a maximum growth between 1986 and 1994 of 25%) was met: in this period the growth was 23%; (2) between 1980 and 1994 (real) taxes on fuels increased by 28%. If in 1994 (real) taxes on fuels were equal to 1980 levels, in 1994 the car use level would have been about 4% higher than actual use; (3) the 1994 targets for nitrogen-oxide emissions of cars and lorries were exceeded. In 1994 the carbon-dioxide emissions of road traffic exceeded the target; and (4) between 1980 and 1994 emissions of most pollutants decreased or increased less than the use of vehicles, mainly due to government policy.
