The deficiencies in the quality of the traffic system can be accounted for by the existence of discrepancies between land use, road network, traffic control, traffic volume and composition and behaviour of traffic. This short-term plan is meant to remove these deficiencies by means of an evaluation of the current situation as regards traffic flow and safety as well as its ''tolerability''. The proposed measure mainly relates to bicycle traffic and public transport.
