Traffic enforcement in development; An inventory of research questions in the field of enforcement of speed, alcohol and drugs. The present report aims to make an inventory of the requirements for knowledge in relation with traffic enforcement, to link the information to knowledge that is already available, and to identify gaps in the knowledge that require further research, for instance in the SWOV research programme for 2011-2014. The study presented in the report was limited to enforcement in general, and the enforcement of alcohol, drugs, and speed in particular. The main purpose of this inventory is to evoke the interest of enforcing bodies in cooperation with SWOV. SWOV already maintains good relations with the legal side of enforcement and wishes to extend the cooperation to cover the entire field of enforcement, therefore also including the police. Such cooperation aims at making the effects of enforcement on behaviour and safety as large as possible. First the knowledge requirements in relation with traffic enforcement that are found in important strategic documents have been brought together. These documents are Advancing Sustainable Safety (Wegman & Aarts, 2005), the Strategic Road Safety Plan (Ministry of Transport, 2008) and the Strategic Memorandum Police Traffic Task (vtsPN, 2009). Furthermore it has been investigated which knowledge requirements in relation with traffic enforcement exist in daily practice. These requirements, obtained from a large number of interested parties at the national and regional level, have been summarized in this report.
