In 1999, a serious accident occurred on the N31 in the Dutch province of Friesland. It involved a head-on vehicle collision. The Dutch Transport Safety Board commissioned a background study of this accident. In this contribution, the bottleneck type studied is a transition from a 2x2 motorway (a dual carriageway with two lanes for each direction) to a 1x2 trunk road (single carriageway with one lane per direction), however, without the usual exit road. The choice was for a road safety judgement of such transitions, using national data. Another part of the contribution consisted of a literature study that was made of road safety effects of wind. The literature study concentrated on the influence of side wind and that created by the heavy vehicle (such as a lorry or bus) itself on cars driving towards each other from different directions.
