The results are presented of a study into an effective data collection in support of research and policy in the field of the municipal traffic safety. It is pointed out that a data bank including all possible characteristics and circumstances of accidents is undesirable. Because of this, the data to be collected have to be: (1) controllable by the municipality; (2) exploratory for the policy; and (3) available via the VOR system. On the basis of the phase model of the SWOV, it has been determined which data can be collected in this context. Municipalities appear to make use of data for analysis and evaluation on a limited scale. Therefore, it is recommended to set up a Geographic Information System (GIS).
