This report contains the state of road safety affairs in the Dutch province of Utrecht in 1995. The report is also a manual for preparing a similar report. The majority of the tables and charts are taken from the Road Safety Information System (RIS; in Dutch: BIS-V). A number of important aspects examined are: (1) mobility growth; (2) age; (3) nature of individual road use; (4) the relation between this aspect and age; (5) road types; and (6) the number of deaths attributable to road traffic accidents as a proportion of total deaths. Specific topics (spearheads) examined in greater detail are: (a) driving under the influence of alcohol; (b) use of safety means; (c) speed; and (d) cyclists, and moped and low-speed moped (d) cyclists, and moped and low-speed moped riders (In Dutch: "snorfietsers"). The number of traffic accident deaths in the province of Utrecht were 91 in the year 1985, and 70 in the year 1995, respectively. The number of registered hospital admissions as a result of traffic accidents were 986 in the year 1985, 755 during the 1985-1993 period, and 815 in the year 1995. The number of other (non-hospitalised) injuries have unceasingly risen over the last decade. The total number of traffic accident victims in the province of Utrecht have increased by over 4.5% since 1985.
