Regional Road Safety Explorer 2009; Outline of the method and its application in the Province of Gelderland. In the Netherlands, decentralization of road safety policy increasingly gives rise to the question among provinces and city regions how policy can be used to improve road safety as effectively and efficiently as possible. To provide answers to questions like how far targets for future years can be met, SWOV, together with other parties, has recently developed VVR-GIS 3.0 (Reurings, Wijnen & Vis, 2009). VVR-GIS stands for Regional Road Safety Explorer (VVR) in a GIS environment, GIS being the abbreviation of Geographical Information System. VVR-GIS 3.0 makes it possible to calculate and compare the cost-effectiveness of different regional combinations of road safety measures.
