By order of the dutch ministry of transport and public works an inventory has been made into the available knowledge about traffic regulations, traffic behaviour and traffic safety. The main purpose of this is to endorse the modifications of the traffic regulations and traffic legislation needed because of the increasing number of cars, and the growth of the road network and its layout. There will always be a direct or indirect relationship between the traffic legislation and the road user behaviour. Legislation takes the behaviour of the road user into account. However it also has to take the properties and condition of the vehicle into account as well. In legislation for behaviour this relationship is clear. In the rules on properties and conditions of the road users the relationship is indirect, because the road users have to fulfill certain requirements first (for example getting a driving licence or driving lessons) and because the properties and conditions determine which behaviour of the road users can be expected or can be possible. Included in the legislation on the properties and conditions of road vehicles, with which road users have to comply, is legislation which determines what the driver can do using the vehicle concerned. A one-day conference was held on the proposals for modifying the different articles of the traffic regulations. The discussion of this one-day conference is added to the report as part ii.
