In the investigation, calculation procedures for estimating delays at signalized intersections with different control strategies were tested and calibrated for German traffic conditions based on comprehensive field measurements and simulation studies. The analysis covered coordinated intersections with fixed-time signal control as well as isolated intersections with traffic-actuated signal control. By comparing the model calculations with measured and simulated data, the performance of the delay estimation models was evaluated. All analyzed delay models delivered similar deviations to the empirical data. The calculation procedure of the HCM 2010 for approaches with coordinated traffic signals and the procedure of the HCM 2000 for traffic-actuated controlled traffic signals are recommended for application in the German guidelines as they are easy to handle. An additional parameter calibration delivered a modification of the adjustment factor in the procedure for estimating the uniform delay at traffic-actuated controlled traffic signals. For approaches with coordinated traffic signals, the HCM procedure, which was already incorporated in the HBS 2015 in the same form, can be maintained without any changes. The delay estimation procedures were validated using simulation models for a number of examples from traffic engineering practice. The results of the validation confirmed the suitability of the procedures for practical application. (Author/publisher)
