Since April 1994, a new law on facilities for disabled people is effective, and now the local government is responsible for the facilities for the disabled and the target group is no longer limited to the age of 65. Many local authorities develop collective solutions to help a larger group of disabled persons with less financial means. The introduction of collective transport for people with restricted mobility is conform this aim. In the city of Zoetermeer, the possibility was to study the functioning of a system of collective door to door transport. Information on the trips and the passholders was available for analysis. Extra information was gathered by interviews with the passengers during a three week period. Information was available on the alternative transport modes, on trip motives and kinds of destination. The system is developed for the whole population, but the elderly are the largest group. Handicapped people are a small share of the users. They have other possibilities in the existing allowance system.
