As in many other mode choice models, the alternatives for home to work travel in the Amsterdam traffic model are public transport, cycle, car driver and car passenger. This model structure precludes a proper assessment of policy measures aimed at promoting carpooling. A model which does not have this drawback, and which can still be used to forecast the number of cars, is a model with the following alternatives: public transport, cycle, drive alone, carpool driver, carpool passenger. This model (of multinomial logit form) was estimated on Amsterdam data.
