The new Dutch traffic regulations (RVV) of 1990 were brought into operation in November 1991. In this article, the backgrounds to the traffic legislation are presented. In the RVV of 1990, a greater responsibility is given to the road users. It is argued that it is a misunderstanding to believe that simplification of the legislation might lead to a restoration of the belief in the remaining traffic rules. It is believed that enforcement on traffic regulations has to meet the highest quality standards. The introduction of the new RVV might give the police and justice cause to reconsider the possibilities for improving traffic enforcement. As far as this has not been the case, it is hoped that this reconsideration will take place yet.
