This study has the following aims: (1) to identify the range of externalities arising from land-based transport services and to select a sub-set of negative externalities for detailed examination; (2) to assess the techniques available for assigning monetary values to the impacts of these externalities; (3) to estimate the costs, in monetary terms, of the selected externalities; and (4) to evaluate the costs and benefits of strategies which could contribute to the abatement of carbon dioxide and other emissions to the atmosphere from land transport in Victoria. This volume examines these aspects from an international perspective, with an emphasis on the four main negative externalities: noise, vehicle emissions, accidents and congestion.
