Fifth Report and National Traffic and Transport Plan: what will become of them? The rise and fall of (transport) planning concepts Last spring the Key Planning Decision-procedures for the National Traffic and Transport Plan and the Fifth Report on Spatial Planning came to a sudden standstill after the government was brought down. The development of both reports took much more time than initially planned. This paper is a survey of the evolution of spatial planning and infrastructure planning in both reports. An evaluation shows the development of the most significant (transport) planning concepts. A consistent and stable maturation seems out of the question. Main point is the rise and fall of utilisation in favour of extension in both spatial and infrastructure planning. The concepts presented were mostly preserving with the accent on prevention of development. In the coalition agreement a number of bottlenecks seem to be identified but subsequently they need to be implemented. (Author/publisher)
