This report recommends changes the UK Highways Agency needs to make to reduce the time taken to design and approve new road construction. These include moving from a paper-based to a computer-based system. The project developed into three phases as opportunities were added to the research remit. Phase one concentrated on new road schemes whereas phase two included housing and office developments, landscapes and bridges to be modelled quickly and effectively to appreciate the impact of proposals. Phase three considered the operation, maintenance and improvement of the existing road network and considered data sharing possibilities. Recommendations are presented on: visualisation and modelling; data access; hardware and data storage; cultural changes; and training requirements.
