VMS systems have several functions and often cover several sites over a large area. The effects of a VMS system are often a subtle change in driver behaviour (eg. a reduction in speed), rather that an obvious change (eg. stop/go at traffic lights). The evaluation of a VMS system will, therefore, be a long and involved procedure. The main aim of this document is to provide a checklist of points which need considering when evaluating a VMS system. This checklist is contained in section 2. The remaiming sections contain background information to the checklist. It should be noted that not all items on the checklist are relevant to all VMS systems of experiments. The checklist is intended to be a suggestion of points to consider, and is not exhaustive or absolute. Chapters 3 and 4 provide information on evaluations by user surveys. Chapters 5 to 8 cover evaluation using automated data collection. the remaining two chapters cover general points on evaluations. Appendix C contains the process that the EAVES project will use to review the evaluation plans of experiment sites. The aim of the review is to ensure that all sites are following the EAVES framework and are conforming to experiment guidelines given in deliverable 3 'Guidelines for Designing Experiments' and other relevant EAVES documents including this.
