For a great number of bottlenecks in the Dutch city of Tilburg recommendations are given concerning measures to improve the local road safety. These measures are chosen using the four E's: education, enforcement, engineering, and environment. This is done from the speed point of view. Important aspects are effectivity (how many victims will be saved) and efficiency (how many victims will be saved and against which costs). Also, recommendations are given concerning a more effective and efficient way of filling in the Tilburg road safety policy. Using the current means the 2010 road safety target (fatalities and in-patients should be 50% and 40% less than the 1986 figures, respectively) will not be achieved due to the high costs.
