Since the middle of the sixties urban public transport makes no profit anymore. Adaptation of the tariff to ensure a financial equilibrium is in contradiction with the aims of the traffic and transport policies. While the price of public transport can not work as a regulator in the allocation of governmental subsidiaries the interference of the government in the service levels of public transport is inevitable. Criteria and methods fro allocation of subsidiaries to public transport are studied and the results of the study are presented.
