This paper describes a study to design a system to determine levels of service for public transport in Dutch cities. Part two identifies the background and terms of reference for the study. Part three describes a special meeting which was used to stimulate ideas at the planning stage of the study. Part four introduces ideas about means of relating demand for transport to the geographic and socio-economic structure of regions, such that these factors may be included in the analysis of subsidy requirements. Part five gives a definition of level of service and introduces a selection of means of measurement and considers their relative merits. The concluding section considers the various important criteria which are relevant to the selection of methods of determining appropriate levels of service.
