In this Doctoral Thesis we are studying the impact of penalties on changing the views and behaviour of the participants in road traffic in the Republic of Slovenia. We have found a gap in the field of the scientific research and we wanted to complete an empirical study on a larger number of Slovenian drivers. Based on the most important findings of our study of the theoretical and the empirical research it can be argued that there should be sustainable aspects of improving road safety in Slovenia in the field of law enforcement in the future, to a greater extent based on the foundations of greater efficiency in punishing the violators of road traffic rules and causing traffic accidents and, especially, in alternative forms of punishment, because we confirmed their impact on changing attitudes and behaviour (behaviour) of road users in Slovenia.
