Up to now there has been little attention in policy making for leisure and recreation traffic. This may be due to the fact that leisure traffic causes little congestion on working days, or because policy makers avoid restraining the use of the car for leisure trips because of the (assumed) freedom associated with leisure behaviour (and thus the freedom of choice concerning mode of transportation) or simply because too little is known about composition and segmentation of leisure transportation and leisure travellers. Consistent policy formulation is however needed.
