The Wanganui Community Alcohol Action Programme (CAAP) was a Ministry of Transport co-ordinated drink-driving programme run between 1 May and 31 July 1987. The most dramatic initiative was the introduction into Wanganui of a squad of traffic officers to focus on drinking drivers. Roadside surveys of drivers indicate a 70 percent reduction in the number of drivers over the legal breath-alcohol limit. Due to the small size of Wanganui and the lack of a true experimental design the impact of the programme on traffic accidents was less obvious.
