For the evaluation of the effects of new traffic technologies on safety many measures are proposed by different authors. One of these measures is the `Time-to-Line-Crossing' (TLC) measure, which has a proven value in safety research. However, from an analysis it appears that this measure has a drawback, because it does not take into account the time necessary for a correction to prevent line crossing. A new measure is proposed, namely `Time Available for Correction' (TAC) defined as the maximal time available for a (any) control action to prevent line crossing. This paper gives an analysis of the consequences for this measure, and proposes an extension to `Expected Limited Time Available for Correction' (ELTAC). The analysis distinguishes between `criticality', which holds for a driver's own actions, and `dependency', which is an effect of other vehicles in a particular situation. The conclusion is that both `criticality' and `dependency' are needed for a formalised analysis of traffic safety. (A)
