The way-out for elderly and disabled persons traffic in China's existing urban transport system.

This paper consists of three parts. Firstly it briefly describes the existing situation and government policies for elderly and disabled persons (E-D persons) and points out the relationship between these policies and travel demand. It then describes and analyses the social behaviour and environment of E-D persons with regard to their transport needs. A new urban planning strategy is then presented. This strategy includes suggestions for an improved district transport system which can be integrated into the existing urban bicycle and transport system. This includes: 1) reconstruction of China's classic urban structure to make them more accessible; 2) modifying public transport to suit the needs of E-D people; 3) planning for tricycle and wheelchair traffic; and 4) planning the district and neighbourhood pedestrian and non-motorised road systems so that they are suitable for E-D people.
