Web enablement of a pavement management system : the Alberta model.

This paper was presented at the session titled `Innovative pavement design and evaluation techniques'. In the late 1970's Alberta developed one of the first network level pavement management systems in Canada. The mainframe Pavement Inventory and Needs System (PINS) and Rehabilitation Improvement and Priority Programming System (RIPPS) were used extensively within the department for over 18 years for development of rehabilitation priority programs and work plans. Reorganisation, regionalisation, and privatisation of the department have resulted in a change in the way data is shared amongst the various stakeholders. In the early 1990's the department began development of a web based infrastructure corporate data repository. The Infrastructure Management System (IMS) is a web-based application that utilises Alberta's integrated corporate data repository to support the business of infrastructure management. The IMS conceptual architecture consists of the following: The corporate data repository, which is the foundation of the IMS and stores data that relates to the highway infrastructure; The applications, which use the data from the corporate data repository for modelling, analysis and reporting/querying, specific to each of Alberta's four business areas of pavement, bridges, appurtenances and network expansion; The web based services, including GIS and Online Application Processing, which provide user access (Internet and Intranet) to query and publish information from the corporate data repository and business specific analyses results. In 1999, implementation of the pavement management application, the first application to reside on top of the IMS corporate data repository, was initiated. This application will use web technology to provide online analysis, querying and reporting to anyone with Internet access. This paper describes the architecture of the web-based pavement management application and the implementation steps involved in taking pavement management from the mainframe to the web. (A)
