It is necessary to establish and develop passenger services which are more responsive to the needs of the market, which attract passengers rather than lose them and which can successfully advocate the need for subsidies. The approach described in this paper sets an estimated target of provision, and progress is measured against this target. How fast is the gap closing between what is being provided and what can be seen as a reasonable estimate of what is needed ? This paper outlines an approach developed by the National Advisory Unit through 10 years practical work. It can be applied to any area, rural or urban, starting from whatever current provision exists. The method proceeds through development stages to produce a cost effective accessible public transport network for the whole population living within that area. The presentation takes a holistic view of all factors involved in achieving an effective accessible passenger transport system.
