What is the value in attitude studies?

The question asked in this paper is if attitude studies provide us with new insights or do they merely provide us with false hopes. The paper starts with a brief resume on the nature of attitudes - the basis for this overview being the work of Fishbein and Ajzen. Following this the first question is broken down into these two pertinent problems: (1) Can knowledge of attitudes be used in the prediction of road users' behaviour?; and (2) if attitudes impact behaviour, could unsafe behaviour be changed. The author answers yes to both of the questions and concludes that attitude studies are extremely valuable for its use.
