Deaths caused by road traffic accidents in Japan have steadily decreased for nine years since 1971. In 1980, however, the number of fatalities showed a 3.5% increase over the preceding year. Although in 1980 there was a slight increase in the number of deaths, this figure was limited to 8.760. This is about half of the all-time high registered in 1970 of 16.765 deaths. In this sense it can be said that the goal of the Second Traffic-Safety Fundamental Plan setting a target at one-half of the peak figure was largely reached.
