This white paper examines the traffic accident situation for 1984, the influence of the traffic safety measures put into effect in the 1984 fiscal year, and the plan for measures to be implemented in the 1985 fiscal year. Parts of book 1, entitled: traffic accident situation, deal with road traffic accidents. Details are given of the changes in traffic accidents in japan, trends in vehicle traffic, present road conditions and changes in traffic safety facility conditions. Mention is made of road traffic accidents in various other countries. Road traffic accidents in 1984 are examined by area, by month, by severity (fatalities), by group of road users involved, by age of road users, type of vehicles, and types of road. Parts of book 2, entitled: traffic safety measures, outline measures related to land traffic safety. Those measures concern the improvement of the road traffic safety environment (traffic control, parking, cycle facilities, traffic safety education and campaigns, driver education, maintenance of vehicles, enforcement of regulations, improvement of emergency medical services, rationalisation of accident compensation, promotion of traffic safety science and technology).
