Travel Demand Management (TDM) is a set of tools to give people a better range of travel choices and to encourage people to reduce the negative impacts of their travel. TDM is now recognised in law as an essential component of a Transport Strategy, and is especially vital in Auckland. Auckland Mayors and Government Ministers concluded in December 2003 that plans to improve Auckland’s roading and PT infrastructure were necessary, but not sufficient to achieve overall benefits against the NZTS. They concluded that increased levels of TDM and of PT services were also needed and that nonpricing TDM measures could be “agreed, funded and implemented now”. This paper sets out the reasons behind that conclusion, some case studies of TDM in action, and what TDM can achieve.
