The traditional approach to identifying risk on our roads has been based on the assessment of previous crash location. For a number of reasons, a new approach to assessing risk has been developed. This approach assesses risk on the basis on road and roadside features that are present. Reasons for this additional approach include a move to the Safe System approach, duty of care, the declining number of crashes that occur in blackspots, database issues and the availability of accurate information relating to risk factors and the contribution they make to safety. Each of these issues is discussed in this paper, as well as tools that have emerged to supplement the traditional approach to identifying risk.
