Why people drive without a licence : the reasons behind unlicensed driving. A qualitative research study for the Department for Transport (DfT) : final report.

The aims and objectives of the study were to provide an understanding of the underlying attitudes, motivations and perceptions of those who drive unlicensed; to identify actions that will change behaviour and to indicate the likely response towards ideas intended to change non-compliant behaviour. Interviews were conducted face-to-face in three cities, and included drivers who had never held a licence, provisional licence holders, disqualified drivers and those whose licences had been revoked, sometimes for medical reasons. Parents of some unlicensed drivers were also involved. The characteristics of unlicensed drivers and their motivation were addressed, along with attitudes towards getting caught and the ensuing punishments. The importance of driving, ranging from the convenience and social importance, through to driving as a necessity and attitudes towards public transport was examined. The study looked at learning to drive including the money and process barriers, the theory and practical tests and the value of having a licence. The cultural norm and family attitudes are examined with regard to getting away with it, followed by issues affecting being caught, the impact on driving habits and punishment awareness. Other motoring offences were also investigated. Future driving plans and next steps are highlighted.
