Transferium Leiden 't Schouw was opened mid 1999. This transfer point is located on a auspicious position in network and region, in the Netherlands. Nevertheless, the spot is used rarely. During research on the achieved result of the 'Transferium' on this location an interesting fact was discovered, namely: of the four participants involved the Province of Zuid-Holland as principal and captain of finance appeared to be the mightiest. This played the role of initiating, as well as coordinating and examining party itself. The achieved result appeared to be mostly in line with the ideas of the Province. The question, if the paying party should be the playing party, arises. (A)
