Beginning in 1998, a series of panels came together to craft a comprehensive congestion management program that is uniquely suited to easing the impact of construction in the busy Woodrow Wilson Bridge corridor. A benchmark survey of project-affected commuters was conducted by the project prior to the onset of major traffic impacts to assess current travel habits, as well as receptivity to transit/rideshare alternatives. The results of the survey offered tangible evidence of the need for user-friendly commuter initiatives and an effective awareness campaign. The survey's findings indicate that the Bridge Bucks incentive program and other commuter alternatives promise to motivate substantial numbers of commuters to find a different way to work. More than a fifth (22 per cent) of drive-alone commuters said such incentives would convince them to use rail, bus or vanpool. The poll also revealed key findings related to commuter behavior and attitudes that will help mold future efforts within the Mission Possible campaign and serve as baseline research with which to measure the program's success.
