This report examines existing statistics and scientific literature and highlights the consistent over-representation of young drivers (15-24 years) in road accidents. The report comprises eight chapters: the introduction deals with the extent of the problem and presents an analysis of the accident data available. In subsequent chapters, the following aspects of the problem are studied: exposure and experience; type and condition of vehicle; use of alcohol and drugs; personality of the driver; driver training; and methods of data collection and analysis. The comprehensive state-of-the-art review ends with a critical review of the present research findings. The report suggests areas in which accident prevention countermeasures are most likely to prove effective and presents a methodological framework which should be useful in future research.
