Junctions play an important role in new Dutch government policies. The development of junctions is not a task of the national government, but will be done by local authority and market parties. The model of L. Bertolini has been often used to describe the spatial functional network and the transport network. To give an idea of the relations between the accessibility of a location and the spatial program, the 'hourglass model' has been developed. This model explicitly shows the economic motives concerning location development. This paper examines the variables the model distinguishes and their mutual relations. Hereby, a distinction is made between the micro and macro level. Furthermore, the development process of the location is addressed on the basis of the 'hourglass model'. Finally, the conclusion gives insight into the surplus value of the 'hourglass model' at several fronts. (A) For the covering abstract of the conference see ITRD E206647.
