Samenvatting
This paper deals with regional transport networks and its management as a common pool resource. Administrative authorities (municipalities) have to co-operate at a regional scale to deal with mobility problems. However, achievement of the aimed results of co-operation is not self-evident. There appear to be explanatory factors that influence the effectiveness of co-operation. A systematic framework is presented which may be used to explain and predict the effectiveness of co-operation. Three cases have been used to test this framework, namely: the Twente region, the Arnhem-Nijmegen region, and the Eindhoven region.
