The Zone -96 traffic safety campaign comprised the counties of Kopparberg and Gaevleborg. The counties were designated as a zone and were defined by 17 "checkpoints". The checkpoints were located at rest areas close to the county borders and consisted of cabins manned by information personnel as part of a training scheme for the unemployed. The keyword for the campaign was information/dialogue/understanding, i.e. using information to initiate a dialogue with road users, thereby creating an understanding of the importance of safe behaviour in traffic. This report analyses possible effects of the campaign on speeds and seat belt usage, in addition to documenting the information given to road users and the messages communicated. The experience and views of the information personnel, the road users and the VTI have been documented and evaluated. Data from the speed measurements of the National Road Administration show that there has been no significant change in speed within the zone as a result of the campaign. The evaluation resulted in the following points which are considered important with a view to future work: (1) Formulate an action plan with clearly defined operating goals and actions; (2) Improve the exposure of the checkpoints or review the strategy of having many checkpoints with only limited resources; and (3) The campaign did not succeed in communicating a clear message to a significant number of people. Training of information personnel must be improved considerably. Clear demands must be set on the selection of such personnel and their resources improved. (A)
