When planning their investments to improve operating safety, railway authorities generally think in terms of the devices rather than the operating procedures. The present investigation breaks with this tradition and is based strictly on operations; apart from considering the technical components, it includes the operating staff in an analysis of the functions relevant to operating safety of the man- machine system railway.
