In opdracht van Connekt heeft de SWOV een schatting gemaakt van de effecten op verkeersveiligheid van Anti-Ongevalsystemen (AOS) voor vrachtauto’s op autosnelwegen in Nederland. Beschouwd zijn de in-voertuigsystemen zoals deze zijn getest in een grootschalige Field Operational Test (FOT) in het kader van het programma FileProof van het Ministerie van Verkeer en Waterstaat. De achtergrond van deze test is om te achterhalen welke bijdrage anti-ongevalsystemen kunnen leveren aan het voorkómen van ongevallen of (ernstig) letsel en het (daarmee) verminderen van files c.q. voertuigverliesuren. Dit rapport richt zich alleen op het voorkomen van ongevallen. De volgende systemen zijn in de FOT getest in dit rapport beschouwd: - Headway Monitoring and Warning/Forward Collision Warning (HMW/FCW). Deze systemen geven een geluidsignaal als een voorligger te dicht of te snel wordt genaderd; ze beogen kop-staartbotsingen te voorkomen. - Advanced Cruise Control (ACC). Bij ACC wordt een ingestelde snelheid aangehouden die automatisch wordt verlaagd als de volgtijd tot de voorligger onder een ingestelde waarde komt. Dit systeem beoogt het rijcomfort te verhogen, maar aangenomen wordt dat het ook kop-staartbotsingen kan voorkomen. - Lane Departure Warning Assist (LDWA). Dit systeem geeft een signaal als een ingestelde afstand tot de lijnmarkering wordt overschreden dan wel te snel wordt benaderd. LDWA is bedoeld om enkelvoudige ongevallen waarbij een voertuig van de weg raakt, te voorkomen. - Directional Control (DC). Dit systeem vergelijkt continu de stuurhoek met de wiel(draai)snelheden en remt per wiel als deze afwijken van de juiste waarde. DC kan voorkomen dat een voertuig in een slip raakt of kan de gevolgen daarvan beperken. - Black Box FeedBack (BBFB). Met dit systeem wordt de bestuurder geïnformeerd over zijn rijgedrag, met als beoogd gevolg dat hij dit gedrag verbetert. Als dat lukt, heeft het in principe effect op alle ongevalstypen. In deze SWOV-studie is uitgegaan van de resultaten uit de literatuurstudie, interviews, enquêtes en (gedrags)metingen zoals die door de projectorganisatie (Connekt-ITS Netherlands, TNO en Buck Consultants International) zijn verzameld. Op een enkel punt is nog wat aanvullende informatie beschouwd. De SWOV heeft een zelfstandige ongevallenanalyse uitgevoerd, gebaseerd op de bij de SWOV aanwezige databestanden. Door kennis uit de literatuur, de gedragsmetingen en de ongevallenanalyse met elkaar te verbinden, is getracht per systeem een kwalitatieve, en waar mogelijk een kwantitatieve schatting te geven van het effect op slachtoffers. Aangezien men zich in de praktijkproef heeft beperkt tot de autosnelwegen in Nederland, heeft de SWOV deze beperking ook aangehouden. Van Directional Control wordt geschat dat dit systeem op Nederlandse autosnelwegen per jaar 1-2 doden en 7-10 ziekenhuisgewonden kan voorkomen als het in alle vrachtwagens aanwezig is. Voor Advanced Cruise Control is het aannemelijk dat dit systeem een positief effect op de veiligheid heeft; dit is echter niet te kwantificeren op basis van de nu beschikbare informatie. Van de andere systemen (HMW/FCW, LDWA en BBFB) werd op basis van de literatuur een positief gedragseffect verwacht, maar dit is niet uit de metingen in de praktijkpoef naar voren gekomen. Op grond van de metingen, literatuur en discussies zijn in dit rapport hypothesen geformuleerd die in vervolgonderzoek getoetst kunnen worden. Wellicht kan dit leiden tot aanpassingen aan de anti-ongevalsystemen zodat wel een (meetbaar) veiligheidseffect kan worden gerealiseerd. Om te kunnen beoordelen of het aanbeveling verdient om de toepassing van anti-ongevalsystemen vanuit verkeersveiligheidsoverwegingen in vrachtauto’s te stimuleren dan wel te verplichten, is nader onderzoek gewenst. Dit kan zich allereerst richten op een diepgaandere analyse van de nu beschikbare gegevens. Het is ook nodig andere wegtypen dan autosnelwegen in dit onderzoek te betrekken omdat ook op die wegtypen mogelijke veiligheidswinst geboekt kan worden.
Road safety effects of Anti-Crash Systems; Estimation of the effects on crashes on motorways involving lorries Commissioned by Connekt, an independent network of companies and authorities that works on the sustainable improvement of mobility in the Netherlands, SWOV made an estimation of the road safety effects of Anti-Crash Systems (ACS) for lorries on motorways in the Netherlands. The in-vehicle systems that were considered are the systems that were tested in a large-scale Field Operational Test (FOT) within the Ministry of Transport's FileProof programme. The aim of this test is to establish what contribution anti-crash systems can make to the prevention of crashes or (serious) injury and thus reduce traffic jams c.q. lost vehicle hours. This report only discusses the prevention of crashes. The following systems were tested in the FOT and are investigated in this report: - Headway Monitoring and Warning/Forward Collision Warning (HMW/FCW). These systems give an auditory warning when the headway distance to a preceding vehicle becomes too small or the approach speed is too high; they are aimed at the prevention of rear-end collisions. - Advanced Cruise Control (ACC). ACC maintains a previously set driving speed which is automatically reduced when the headway distance is lower than a preset value. This system aims at increasing the driving comfort, but is assumed to also prevent rear-end collisions. - Lane Departure Warning Assist (LDWA). This system gives a signal when a preset distance from a line marking is exceeded or approached too fast. LDWA is intended to prevent single vehicle crashes in which a vehicle goes off the road. - Directional Control (DC). This system continuously compares the steering angle and the individual wheel velocities and brakes per wheel if it deviates from the correct value. DC can prevent a vehicle going into a skid or can limit its consequences. - Black Box FeedBack (BBFB). This system informs the driver about his driving behaviour, with the intended result that he improves this behaviour. In principle, this has an effect on all crash types if it is successful. The results from the literature study, interviews, surveys and (behaviour) measurements that were carried out by the project organization (Connekt/ITS Netherlands, TNO and Buck Consultants International) were used as a basis for this SWOV study. Occasionally some additional information was used. SWOV carried out an independent crash analysis using the data files that are in SWOV's possession. We tried to give a qualitative, and whenever possible, a quantitative estimate for each system by relating the knowledge from literature, the behaviour measurements, and the crash analysis. Given that the practical test was limited to motorways in the Netherlands, SWOV also applied this limitation. When it is installed in all lorries, the Directional Control system is estimated to save 1 fatality and 5-8 in-patients per year on motorways in the Netherlands. Advanced Cruise Control is likely to have a positive road safety effect; this can, however, not be quantified on the basis of the information that is available at present. On the basis of the literature, the other systems (HMW/FCW, LDWA en BBFB) are expected to have a positive behaviour effect, but this was not supported by the measurements in the practical test. Based on the measurements, literature, and discussions, this report has formulated hypotheses that could be tested in further studies. This may lead to adaptations of the anti-crash systems which could result in (measurable) safety effects. Further study is required for a recommendation to stimulate or oblige the installation of anti-crash systems in all lorries. This can first be in the form of an in-depth analysis of the available data. Road types other than motorways also must be included in the study as further safety benefits may also be realized on those other road types.
