Since 1991, the use of seat belts and child's seats (including booster seats unless mentioned separately) is periodically measured by the Ministry of Infrastructure and the Environment (formerly known as the Ministry of Transport, Public Works and Water Management). The government aims to encourage the use of seat belts and child's seats through publicity campaigns and enforcement and the proper adjustment of head restraints through publicity campaigns; the research objective is to investigate whether these efforts are effective or might require changes. The scale of the project varies every other year, with a smaller scale study in odd years, and a larger scale study in even years. The reliability of the small scale studies was too small compared to the reliability of the larger scale studies. Therefore, the small scale studies are not being continued. Figures from research done between 1991 and 2008 show that government efforts have been successful. In 2010 the data collection was less extensive than in the large scale studies in earlier years. In 2008 a pre-campaign and post-campaign data collection was conducted in order to measure the effect of a publicity campaign. In 2010 data were collected during one period only. The questionnaire that was used in 2008 was also left out. In 2010, between the third week of August and the third week of October, seat belt use was promoted through billboards by the roadside of motorways. (Author/publisher)
