Despite the efforts of public campaigns to improve road safety, evidence for their effectiveness remains limited. While they contribute to knowledge of laws and regulations, by themselves they rarely lead to demonstrable behavior change or accident reduction.

In 2022, there were 745 road deaths in the Netherlands, an increase of 163 compared to 2021, according to CBS statistics. Nearly 40% were cyclists and 30% were car occupants.
